1ST UBL Singles Classic Open Championship

May 27 – June 3, 2012  * E-Lanes Bowling Center, Ortigas Ave.

OBJECTIVES:

1.   To promote the sport of bowling as well as camaraderie and sportsmanship among fellow bowlers from different associations from all over the country.

I.  SANCTION AND ELIGIBILITY

The 1st UBL Singles Classic Open Championship is organized by the officers and members of UBL CLUB, an affiliated member of MANILA TENPIN BOWLERS ASSOCIATION (MTBA). This tournament is sanctioned by the Philippine Bowling Congress (PBC) and open to all bowlers in good standing.

This is a Singles Classic Tournament. The respective averages of the participating bowlers will be based on the latest listing released by the PBC. A bowler with no PBC average will be required to submit the Tournament Committee a certificate duly signed by the respective association president  vouching for the bowler’s true average. Bowlers without certified averages will be automatically assigned an average of 190 for male bowlers and 180 for female bowlers. The Tournament Committee reserves the right to confirm and assess the average of the participating bowlers.

HANDICAPING SYSTEM

-          Open to all bowlers regardless of PBC average.

All former and current members of national team and pool shall automatically be given zero handicap and +8 for ladies.

NOTE: All bowlers 60yrs old and above will have +5 on top of their handicaps (proofs shall be submitted for verification).

Maximum score in this Tournament is 300.

II.     REGISTRATION

Registration of all duly accomplished entries and corresponding payments shall be accepted. Entries shall be accepted subject to lane availability and squad time. The Tournament Committee reserves the right to accept or reject an entry, postpone, add or cancel any squad time.

All participants are encourages to check-in at the tournament counter at least thirty (30) minutes before the scheduled squad time. The Bowling Center clock shall be the official time for the tournament.

III.   UNIFORMS

Bowlers are encourage to wear the official uniforms of their respective association, clubs or sponsors, Sleeveless T-shirts and shorts shall not be allowed for male participants. Every bowler is expected to be properly dressed with appropriate bowling shoes for the tournament.

IV.    FORMAT

Qualifying Round: To qualify, bowlers must play a minimum of two squads of three (3) games per squad. Multiple entries are permitted and only the two highest sets plus handicap shall be counted for their qualifying scores.

The top Thirty – Six (36) bowlers will qualify for the Masters final. The finalist will play a total of ten (10) games with lane transfer after every two (2) games with positioning on the 9th and 10th games. The top five bowlers based on total pinfalls plus handicap will be declared winners.

VI.    TOURNAMENTS FEES

Registration Fee: P2,000 inclusive of 2 sets of 3 games per set (6 qualifying games)

Re-entry: P500 per retry of 3 games per set, multiple attempts are allowed.

Finals:  Masters fee is P2,000.

VII. PRIZES

P10,000  will be given to bowlers who rolls a PERFECT GAME. The prize will be equally divided among the winners for the duration of the tournament. Top 3 qualifier will received special prize.

VIII. TIE-BREAKING PROCEDURE

When a tie occurs, the bowler with the lower handicap shall prevail. If another tie occurs, the following tie-breaking procedure shall take effect. The bowler with the least difference between the highest and lowest games (including handicap) of the series shall gain the higher position.

In case of a tie during the step-ladder finals, a ninth and tenth frame roll-off will take effect to determine the winner.

IX.    SCORESHEET

Official score sheets must be duly signed by the bowlers after each game to acknowledge their score. If the bowler fails to sign the score sheet, it is presumed correct and no protest shall be entertained. A tournament official must be called upon discovery of any scoring error and appropriate measures are implemented. Any player who deliberately tampers with the score sheet shall be disqualified by the Tournament Committee.

X.      OPEN BOWLING

Once the tournament has started, participants shall not allowed to practice open bowling regardless of lane availability.

XI.    MISSING OF DOWN PINS

Once the ball has been rolled, it shall be considered an official throw even if pins are lacking in the pin deck. Fallen or down pin(s) on the lanes must be reset. All bowlers are entrusted to abide by this rule. Participants are not allowed to reset the pins. Only lane men, tournament officials, scorers and marshals are allowed to reset the pins.

XII. LANE BREAKDOWN

If a single pair of lanes becomes inoperable during the qualifying round, any available lanes shall be assigned to the affected participant(s) or resume play in the next available squad. In case of machine breakdown during the finals, vacant lanes shall be assigned to the affected finalists. An incomplete game must resume from the point of frame of interruption. No shadow bowling shall be permitted on the lane transfer. If the bowler throw his ball on the wrong lane, he should remedy the error by throwing his ball on the correct lane soon after.

When a player chooses to discontinue play during the finals, a marshal may designate a Pacer if the remaining player requests for one.

XIII.          FOUL LINES

Bowlers must observe foul lines at all time. The Tournament Committee shall assign marshal(s) to act as foul judge.

XIV. OILING

Uniform oiling shall be used throughout the tournament. A reserve oiling machine with the same settings is available in case of breakdown.

XV.   SLOW BOWLING

Bowlers ready to step on the approach and deliver their shot shall have the following rights and obligation:

a.   He/she may claim the right of way over anyone moving to the approach or preparing to bowl on the lane immediately to their left.

b.   Players are encouraged not to delay going to the approach once a lane immediately adjacent to them on both sides is clear.

c.   Observe one lane courtesy.

XVI. PROTEST

Protests must be made in writing and addressed to the Tournament Committee not later than 24 hours after the game in which the infraction was committed or prior to the awarding of prizes. Otherwise, such protest will not be entertained. The decision of the Tournament Committee is final.

XVII.         INTERPRETATION OF RULES AND REGULATIONS

The Tournament Committee shall be the sole interpreter of these rules and regulations. Its decision shall be final. World FIQ and PBC rules shall apply matters not covered by these rules.

1. Think about a good start to your approach and then a good finish. Between, focus sharply on your selected target on the lane.

2. Focus on making one good bowling delivery at a time.

GENERAL RULES & REGULATIONS

OBJECTIVE:
This international tournament is organized by Pearl Bowlers’ Association of Parañaque for overseas and local bowlers to foster and promote competitive spirit, goodwill, friendship and sportsmanship amongst the bowling fraternity.

PLAYING RULES:
As this tournament is sanctioned by WTBA, ABF and PBC, all PBC and ABF-WTBA playing rules shall apply.

FORMAT OF PLAY:
This is a singles event and is open to all grades of bowlers (Men and Ladies). There will be 1 Division in this tournament.

OPEN DIVISION: Open to all certified foreign and local bowlers.

HANDICAP:  Only Ladies will receive handicap of +8 per game.

MASTERS QUALIFYING:
Based on best of any two (2) blocks bowled. Each block shall consist of three (3) games. (Multiple attempts allowed)

MASTERS QUALIFYING FINALIST:  48 BOWLERS
Top 33 highest qualifiers from the 5 days qualifying rounds plus 15 bowlers (three for each day): total 48 bowlers
(15 bowlers from Daily Three Best Bowlers Of Any 2 Blocks, from each of the five days of qualifying, will automatically proceed to the finals)

Master Finals: Ladies will continue to receive handicap of +8 per game at all Stages of the Masters Finals
Stage One: 48 bowlers will bowl 8 games. (Scores to start from scratch)
    Top 24 Bowlers will proceed to Stage Two

Stage Two: Top 24 bowlers from Stage One will bowl 8 games (Scores to start from scratch)
    Top 8 Bowlers will proceed to Stage Three

Stage Three: Top 8 bowlers will bowl 7 games head to head matches, with one game position round. Total 8 games (scores
to start from scratch). All games played will be with bonus points as follows: 10 points for each game won and
5 points for a draw.
  Top 4 Bowlers will proceed to Stage Four

Stage Four: Top 4 bowlers from Stage Three will bowl a Step-Ladder Grand Finals. (scores to start from scratch)
In this Stage, the Step-Ladder Grand Finals format will be as follows:
Match 1: (One Game)
The 4th placed bowler shall play the 3rd placed in a one game roll-off, total pinfalls to count from scratch.

Match 2: (One Game)
The winner of match one shall play the 2nd placed bowler over one game, total pinfalls to count from scratch.

Match 3: (One plus One)
The winner of match 2 shall play the 1st placed bowler over one game, total pinfalls to count from scratch.
If the 1st Placed Bowler Wins This Game, The 1st Placed Bowler Shall Be Declared The Champion Of The Tournament.
If The Challenger Wins, One More Game Shall Be Played (Total Pinfalls To Count From Scratch).
The Winner Of The Second Game, Shall Be Declared The Champion Of The Tournament.

ENTRIES AND ENTRY FEE:
a) All entries must be submitted on prescribed forms available. Entry forms not completed and/or illegibly filled will be disqualified.
b) The registration fee for the 8th EURO-MED STORM INTERNATIONAL MASTERS CHALLENGE is PhP15,000 per bowler inclusive of two (2) blocks of Masters Qualifying (MQ). Masters re-qualifying fee: PhP2,000 per block/attempt.
c) Masters Finals Fee:  PhP5,500 per bowler.
d) Entries acceptance is based on first come, first serve basis.
Bowlers who wish to include their scores in the BEVIDA CHALLENGE shall pay
an additional fee of PhP300.00 per block per attempt

REFUND:
Once the entry fee has been accepted, it is non-refundable and non-transferable. Any participant who fails to show up for official check-in and scheduled squad will be disqualified and the entry fees forfeited.

AWARDS:
Prizes in the form of cash, gift vouchers, merchandise, trophies, etc., will be awarded to the winners of this tournament.
Pearl Bowling Center House Awards do not apply throughout the Tournament.

REPORTING TIME:
Notwithstanding any delays in commencement of the Tournament, all participants are to check-in personally before their scheduled bowling time in all Stages in the Master Finals.  Reserve will be called 15 minutes before roll off time for Stage One Finals.

The bowling center clock will be the official timepiece.

No reserve will be called up for the Stage Two / Three of the Masters Finals of this Tournament. In the event of absenteeism, the Tournament Manager will determine the appointment of pacers as he deems fit.

REGISTRATION OF BOWLING BALLS:
It is the bowlers’ onus to ensure that all bowling balls used by him/her during the tournament are verified for correctness of weight and other specifications, conforming to WTBA / ABF rules and regulations. If in doubt, the bowler may have his/her bowling ball(s) verified by the Tournament Technical Committee. The Tournament Manager or his appointed official(s) on duty reserves the right to recall any bowling ball for inspection at any time.

If at any time a bowler is found to have used an illegal ball, even if previously certified legal by the Tournament Technical Committee, he/she may be disqualified from the entire Tournament. All his/her winnings and/or position standing will be stripped off. If the Tournament Committee is of the opinion that such usage was deliberate with intent to cheat, he/she may be further reported to the respective Association/Congress, ABF and/or WTBA for additional penalization. He/she may also be asked to return immediately to the Tournament Manager or his appointed official(s), any awards that have already been given to him/her.

DRESS CODE:
Bowlers are required to be appropriately dressed for bowling. No singlets and shorts are allowed for male bowlers & no singlets are allowed for female bowlers. If in the opinion of the Tournament Manager or his appointed official(s) on duty, a bowler is not appropriately dressed; he may not be permitted to bowl. In the event of TV coverage where the tournament would provide for the attire, the tournament manager may request for the bowlers to use the attire but the decision would be up to the individual.

VERIFICATIONS OF SCORES:
It is the responsibility of each bowler to verify the correctness of each game bowled by signing on the official result sheet, which will be used as the official score recorded. Once signed, the score shall stand, unless otherwise decided by the Tournament Manager. In the event the official score sheets is not signed for any reason, the Tournament Manager reserves the right to refuse acceptance of the result sheet.

TIE BREAKER:
Should a tie occur in the last qualifying position in the Master Finals Stage One, the tie breaker shall be determined by a one game roll-off. If after the one game roll-off is still a tie, a 9th & 10th frame roll-off rule will apply. This will be used and repeated until the tie(s) is/are broken.
Should a tie occur in the last qualifying position in Master Finals Stage Two to proceed to Stage Three, a 9th & 10th frame roll-off rule will apply. This will be used and repeated until the tie(s) is/are broken.
Should a tie occur during any matches in the Stepladder, the 9th & 10th frames roll-off will be used and/or repeated until the winner is determined.
Should any tie occur which does not involve any qualifiers/bowlers to proceed to any next stage of play but involved in position pertaining to prizes, joint winners/position will be declared.

IN THE EVENT OF A TIE: (DAILY TWO BEST Blocks)
In the event of a tie in the Daily Two Best Blocks for the top three positions, there shall be no roll off and the bowlers shall qualify automatically for the Masters Finals Stage One.

There will still be thirty-three (33) positions open from the five days of qualifying. In case of tie for the thirty-third (33rd) position, there will be no roll off; all those tied for the thirty-third position shall qualify automatically for the Masters Finals Stage One.

Kindly note that there may be more than forty-eight (48) Masters Finalists in Stage One.

PACERS:
No pacers are allowed throughout the Tournament unless appointed by the Tournament Manager or his appointed officials on duty.

SLOW BOWLING:
Bowlers who are in readiness to step on the approach to deliver a ball shall have the following rights and obligations:
They may claim the right of way over anyone moving to the approach or preparing to bowl in the lane immediately on their left.
They should give way to any bowler who is moving towards the approach or preparing to bowl on the lane immediately on their right.
Bowlers shall be ready to bowl when it is their turn and shall not delay going to the approach if the lanes immediately adjacent to them on the left and right sides are clear.
If any bowler does not observe the procedure outlined in (a), (b) and (c) of this rule, he shall be warned by the Tournament Manager or his appointed official(s) on duty with a white card for the first offence (no penalty). For the second, third and each succeeding offence thereafter in a block of games, the bowler shall be shown the red card and shall be given a zero pinfall for the frame.

INTERUPTED GAME (S):
The Tournament Manager or his appointed official(s) on duty may authorize the completion of a game and/or series on another pair of lanes when equipment failure on the starting lanes delays the normal progress of the series. An interrupted game and/or series, which cannot be completed, must resume from the points of interruption.

BOWLING ON WRONG LANE:
When the bowler(s) bowl(s) on the wrong lane(s) and the error is discovered before another bowler has bowled, a dead ball shall be declared and the bowler(s) will be required to re-bowl on the correct lane(s). If the error is not discovered until the opposing bowler has bowled, the score shall count and the bowler shall be required to bowl his subsequent frame(s) on the correct lane.

LOSS OF SCORE DURING BLACK-OUTS/POWER FAILURE:
In the event of power failure/TV monitor blacks out in the progress of the game and game scores could not be traced after power supply resumes, bowler(s) concerned have to re-bowl that particular game. However, previous games where the score have been duly recorded shall stand unchanged.

PROTEST:
Eligibility: Protest involving eligibility must be submitted in writing to the Tournament Manager or his appointed official on duty within 24 hours of the time of the alleged infringement.
Errors in Scoring: The Tournament Officials immediately upon discovery of such errors will correct the scoring errors or calculation. Protest involving such errors in scoring will only be entertained if such protests are brought to the attention of the Tournament Manager or his appointed official on duty on the spot.
Fouls: Protest involving fouls must be brought to the attention of the Lane Marshals before the delivery of the next ball. No protest will be entertained after the bowler has made his second delivery of the frame.
All other protests, except where they involve the Master finals must be made in writing to the Tournament Manager on or before 10:00 hours, 18th May, 2012.
When it involves the Semi-Finals/Grand Finals, the protest must be made in writing to the Tournament Manager on the spot and/or before the presentation of prizes.
No protests will be entertained after the presentation of prizes.

INTERPRETATION CLAUSE:
The Tournament Manager in his absence, his appointed official(s) on duty reserve(s) the right to accept or reject any entry (is) as he/they deem(s) fit. Any matter arising that is not covered in this Tournament Rules, the Tournament Manager will decide. His decision is final, subject only to appeal to PBC. Such an appeal must be made in writing within 48 hours of the decision of the Tournament Manager.
Should the appeal involve position standing in any event of the Tournament, it is the prerogative of the Tournament Manager to withhold presentation of prizes for that event until the determination of the outcome of the appeal.
Notwithstanding the PBC’s decision, a final appeal through PBC may be made in writing within thirty (30) days of the PBC’s decision in writing to the ABF for final adjudication through PBC.

PRIZES:
The prizes as stated are presented in cash gifts vouchers/in kind.

BEVIDA-STORM CHALLENGE
• Eligibility – Open to ALL bowlers with a certified average of 200 and below. National Team members as
of January 1, 2011 will not be eligible to bowl.
All Female National Team bowlers are qualified, but will get “0” handicap.

• Playing Schedules – Qualifying will be held from May 13 - 17, 2012.
The Masters Final will be bowled on Saturday, May 18, 2012.
          Registration 09:00hrs, Call on Reserves 09:45hrs, Roll-off 10:00hrs

Format – Based on best of any two (2) blocks bowled. Each block shall consist of three (3) games. (Multiple attempts allowed)
In the Masters Final, the top 48 qualifiers will bowl a total series of ten (10) games, with lane movement after every game and positioning on the last game. Awards will be presented to the top 12 bowlers.

• Additional Prize:  Top three (3) qualifiers will receive prize as follows:
1st Place :  PhP15,000.00
2nd Place :        10,000.00
3rd Place :          5,000.00

• Handicap:   MEN (200 – average) x 70% = hdcp. , maximum handicap 40
LADIES (200 – average) x 80% = hdcp. , maximum handicap 48

• Average  - Bowler’s average will be based on the following:
1. Latest PBC listings.
2. Association or Club average with at least 30 games played.
3. Minimum average for National or Former National Team Member/s is 200 for Men and 185 for Ladies.
4. Bowler without any of the above average shall be given 180 averages for male and 160 for female.
5. The Tournament Committee reserves the right to assign (re-rate) averages to bowlers.

Tie Breaker – Should a tie occur for the last position in the qualifying round, the tie shall be determined by a one game roll-off.
In the Masters Final, if there is a tie for the 1st place after the ten games series, the tie shall be determined by a one game roll-off.
If after the one game roll-off a tie still exists, the 9th and 10th frame roll-off shall be utilized and/or repeated until the tie is broken.
In the event of tie/s for the 2nd to the 12th positions, prize money of tied positions shall be combined and divided amongst the winners.

• Entry Fees:
1. The registration fee is PhP2,000 per bowler.
2. Entry fee is PhP500 per block (3 games series)
3. Masters Finals Fee:  PhP 2,000.00
4. Entries acceptance is based on a first come, first serve basis.

FOR BOWLERS PARTICIPATING IN THE EURO MED STORM CHALLENGE:  
Bowlers who wish to include their scores in the BEVIDA-STORM CHALLENGE
shall pay an additional fee of PhP300.00 per block per attempt
