RULES AND REGULATIONS

ORGANIZATION

This tournament is organized and sponsored by the Philippine Senior Bowlers Assn.,Inc. (PSB) and sanctioned by the Philippine Bowling Federation (PBF). Asian Bowling Federation (ABF) and World Bowling Rules and Regulations shall apply whenever applicable.

ELIGIBILITY

All PBF bowlers in good standing are welcome to play at the categories they are qualified. However, in the senior’s category, only players above 50 and those who will be 50 years old by December 31, 2019 can play. Likewise all PBF members who are currently suspended by ABF and World Bowling per ABF Memo dated May 17, 2019 in violation of Clause 3.8.4 in the World Bowling statues and playing rules are not allowed to play.

CLASSIFICATION

Senior Men’s Masters                              - open to all senior male bowlers regardless of average

Senior Men’s Classified  - senior male bowlers with an average of 184 and
Below

Senior Ladies Masters  - open to all senior female bowlers

Open Masters  - open to all bowlers regardless of average. Plus 8
handicap will be given to all lady bowlers.

Graded Masters      - open to all male bowlers with an average of 195 and
below

Associate Masters  - open to all male bowlers with an average of 180 and
below.

Mixed Ladies Masters  - open to all female bowlers who are not members of
the RP Team or national pool.

Boys Youth  Masters  - open to all youth bowlers who were born January 01,
1998 and the years that follow.

Girls Youth Masters  - open to all youth bowlers who were born January 01,
1998 and the years that follow.

AVERAGES/HANDICAP

Bowlers will be classified according to the latest PBF listing of averages. The Tournament Committee has the right to assign averages and handicap if it deems necessary and appropriate. No handicaps will be given in the Associate, Graded and Open Masters except for ladies who will participate in the Open Master. They will be given a plus 8 handicap.

Age Handicaps are as follows:

Bowlers without PBF averages shall submit an average certification from their respective association attested by their Association Secretary, President or Tournament Director. Bowlers without certified averages shall be classified in the Open category with an average of 196 for men and 186 for women. For age handicap, please present Driver’s License, SSS ID or Passport.

MAXIMUM SCORE

Maximum score is 300 pinfalls, inclusive of the bowler’s given handicap, if any. It is the bowler’s responsibility to verify the correctness of his/her score by signing the score sheet. No protest will be entertained in this area.

REGISTRATION

Registration of all entries duly accomplished and with corresponding payments shall be accepted at the secretariat. Credit card payments will be accepted provided our secretariat has been duly notified. Entries shall be accepted subject to lane availability and squad time. The Tournament Committee reserves the right to accept or reject an entry, postpone, add or cancel any squad time.

CHECK-IN TIME

All participants must check-in at the tournament counter at least fifteen (15) minutes before the scheduled squad time. The Bowling Center time shall be the official time of the tournament.

UNIFORMS

Bowlers must wear uniforms reflective of their Federation, Association, Congress, Club or Sponsor. Any bowling uniform and shirts will be allowed, except sleeveless T-shirts. However, No short pants shall be allowed for male participants. Every bowler is required to be properly dressed for bowling. The Tournament Committee shall not allow a participant to bowl without a proper uniform.

EVENTS

Singles/Qualifying (S/Q) – consists of 2 sets of three (3) game series plus handicap (Seniors, Mixed Ladies, and Youth Only). Bowler’s score in his/her singles attempt shall automatically be considered as his/her score in the qualifying event. To qualify for the Master’s Event in any division, a bowler must play two (2) sets of three (3) games each. Any registered bowler can play as many sets as he/she wants to try for their best qualifying games.

MASTERS EVENT

Senior Men’s Masters – this is open to all male senior bowlers. Top 40 qualifiers shall play a twelve (12) game series with handicap and lane movement after every game. Positioning is on the 12th game. Top eight (Cool bowlers after 12 games will be declared winners.

Senior Men’s Masters Classified – this is open to male senior bowlers with an average not exceeding 184. Top 40 qualifiers shall play a ten (10) game series with lane movement after every game and positioning on the 10th game. Top eight (Cool bowlers after ten (10) games will be declared winners.

Senior Ladies Masters – this is open to all female senior bowlers. Top 30 qualifiers shall play an eight (Cool game series with lane movement after every game and positioning on the last game. Top eight (Cool bowlers after eight (Cool games will be declared winners.

Open Masters – this is open to all male and female bowlers regardless of average. Lady bowlers will get an additional eight (Cool handicap. Top 30 qualifiers shall play a 12 game series with lane movement after every game and match play for the top 3 after the 12th game. Top eight (Cool bowlers after 12 games will be declared winners with the top 3 declared after the step ladder match play between the top 3 finishers with the twice to beat advantage for the top scorer.

Men’s Graded Masters – this is open to all male bowlers with an average of 195 and below. Top 30 qualifiers shall play a twelve (12) game series with lane movement after every game. Positioning is on the 12th game. Top eight (Cool bowlers after 12 games will be declared winners.

Men’s Associate Masters - this is open to all male bowlers with an average of 180 and below. Top 30 qualifiers shall play a ten (10) game series with lane movement after every game.  Positioning is on the 10th game. Top eight (Cool bowlers after 10 games will be declared winners.

Mixed Ladies Masters – this is open to all female bowlers regardless of average except current national team members and members of the national pool and youth team. Top 30 qualifiers will play a ten (10) game series with lane movement after every game and positioning on the last game. Top eight (Cool bowlers after 10 games will be declared winners.

Boys Youth Masters – this is open to all male youth bowlers regardless of average. Top 24 qualifiers will play eight (Cool game series with lane movement after every game and positioning on the last game. Top six (6) bowlers after 8 games will be declared winners and the champion after the top 3 match play with the number 1 player having a twice to beat advantage.

Girls Youth Masters - this is open to all female youth bowlers regardless of average. Top 16 qualifiers will play eight (Cool game series with lane movement after every game and positioning at the last game. Top four (4) bowlers will be declared winners and the champion after the top 3 match play with number one player having a twice to beat advantage after 8 games.

TIE-BREAKING PROCEDURE

When a tie occurs in any position in the qualifying and singles, the bowler with the least difference between the highest and the lowest game (including handicap) of the series shall occupy the higher position. In case of a tie for the 1st position in any Masters Event, a one game roll-off shall be played to break the tie. In case of another tie in the roll-off, a roll-off in the 9th and 10th frame shall be played and shall continue until the tie is broken. In case of a tie in the 2nd to the 8th place in any master’s event, the bowler with the least difference between the highest and the lowest game (including handicap) of the series shall occupy the higher position but in the event where there is handicapping, the bowler with the least handicap wins.


BOWLING BALLS, ALTERING SURFACE

Bowling balls used in the tournament must comply with legality rules. Markers of any kind except inherent mark on the ball itself shall not be allowed. The Tournament Committee reserves the right to examine any ball used by the participant. Use of illegal balls is ground for disqualification of a participant from the tournament and the erring bowler shall be stripped of his /her winnings, position or standing including the perfect game.

Altering the surface of bowling ball is only allowed after every game. If the surface is adjusted during a game, the penalty is zero pinfall in that game. If the surface is adjusted while playing, that ball will be taken away from the competition until that block or round of games/competition is finished.

SCORESHEET

Official score sheets must be signed by the bowlers after each game to acknowledge his/her score. If the bowler fails to sign his/her score sheets, it is presumed that the score is correct and no protest on such basis shall be entertained. A tournament official upon discovery of any error must immediately correct errors in scoring or in calculation while the game is still in progress or right after the games are played. Questionable errors shall be declared/decided by the Tournament Committee. Any player who deliberately tampers his/her score sheet shall be disqualified immediately from further participation in the tournament. In case where the scoreboard does not reflect the true and correct score of a player and the player himself/herself overlooked it, any player who has recognized it can call the attention of any officer designate or any Tournament Official and have it changed.

A pin that is about to fall but hit by a lowering mechanism couldn’t be considered a pinfall.

OPEN BOWLING

When the tournament has started, participants shall not be allowed to play open bowling regardless of lane availability in the venue of the tournament.

MISSING OR DOWN PIN (S)

A frame with missing pin(s), once the ball is rolled shall be treated as good ball. A frame with fallen or down pin (s) on the pin deck must be reset. All bowlers are entrusted to monitor and abide by this rule. Bowlers are not allowed to reset the pins – only lane men, tournament officials and official scorers are allowed.

LANE BREAKDOWN

If a pair of lanes becomes unusable or unplayable for more than 29 minutes before or during the squad games, any available pair of lanes provided by the bowling center shall be assigned to affected participant(s) or shall wait for the next available squad. In case of machine breakdown during the masters final, vacant lanes shall be assigned to affected finalists. Any interrupted game or series must resume from the point (frame) of interruption. No shadow bowling shall be allowed.

PACER

When a player chooses to discontinue his/her game during the master’s finals, a marshal or any tournament official may designate a pacer if requested by the remaining player.

FOUL LINES

Bowlers must at all times observe foul lines. If the automatic foul device becomes temporary inoperative, the Tournament Committee shall assign marshal(s) to act as foul judge(s). Official scorers are also designated to monitor fouls committed by bowlers. Spectators shall not be permitted to interfere with the calls of the duly designated foul judge.

SLOW BOWLING

Players shall be ready to bowl when it is their turn and shall not delay the start of their approach or delivery when the pairs immediately adjacent to them on both right and left are clear.

Bowlers must observe one (1) pair lane courtesy at all times. They may claim right of way only over a player moving to the approach or preparing to bowl on the lane immediately to their left.

They shall yield to a player moving to the approach or preparing to bowl on the lane immediately to their right.

Players shall be ready to bowl when it is their turn and shall not delay the start of their approach or delivery if the lanes immediately adjacent to them on the right or left are clear.

If a player does not observe the procedures outlined above, it may be construed as slow bowling. Such player shall be warned by an authorized tournament official with a white card for the first offence (no penalty) and a yellow card for the second offence (no penalty). For third and subsequent offenses in any masters’ finals, the bowler shall be shown a red card and given a zero (0) pinfall for the frame.

PROTEST
Any protest must be done in writing and addressed to the Tournament Committee not later than 24 hours after the game in which that infraction was committed on or prior to the awarding of prizes, whichever comes first. Under this rule, protest shall be specific in itself and the decision on the protest shall not be construed to cover a similar or previous violations. The decision of the Tournament Committee is final and cannot be appealed.

RESTRICTIONS AT THE BOWLER’S AREA

Other than the registered player, only tournament officials and coaches of players/teams shall be allowed to enter the bowler’s area. Only one registered coach shall be allowed for each bowler. When leaving the playing area during the competition, the bowler is requested to ask permission from the marshal or any other tournament official. Smoking, eating, drinking alcoholic and non-alcoholic beverages in the bowler’s area are strictly prohibited. Bowlers are not allowed to use powder or any other substance to enhance slides in the lanes. Bowling shoes must be wiped off before one attempts to start bowling.
