Dear Sir / Ma’am:

Greetings of peace!

On behalf of the officers and members of PTBA, it is with great honor and pleasure to extend this formal invitation for your association’s/club’s participation in this year’s         15th PTBA Open Championships which will take place in Playdium Bowling Center,  Quezon City on July 1 to 9, 2017.

Traditionally, we encourage country’s finest bowlers and create a common goal of promoting excellence in the sport of Tenpin Bowling.

Few year ago, we are brought back our Mixed Rookie Masters to attract the young and upcoming bowlers in various bowling communities in our country. By joining this category, the bowlers will experience and gain exposure on how it feels like playing in any Open Bowling Tournaments.

The tournament will have six (6) divisions namely: The Mixed Open Masters, Men’s Graded Masters, Men’s Associate Masters, Mixed Senior Masters, Mixed Ladies Masters and Mixed Rookie Masters.

Enclosed is a copy of our tournament format and schedules, rules and regulations. We will highly appreciate your assistance in promoting this event to all your members and friends.

As always, an honorary slot is reserved for your association’s Official Team on the Opening Day on July 1, 2017, Saturday at 2:00pm. We will appreciate your presence at the opening ceremonies.

May I request you to submit a list of your Official Member and certified list of members authorized to charge their accounts to your association or club.

RULES AND REGULATIONS

1. ORGANIZATION
This 15th PTBA-Crown Pipes Open Championship is organized by the Playdium Tenpin Bowling Association (PTBA). FIQ/WTBA playing rules and regulations shall apply on matters not covered herein.

2. ELIGIBILITY
All PBF/PBC/NBT members in good standing are eligible to play in this tournament.

3. AVERAGES
Bowlers are classified according to the latest PBF/PBC listing of averages. Classifications are as follows:
Classification Average
Mixed Open Masters (Class O) 196 & above
Men’s Graded Masters (Class A) 181 – 195
Men’s Associate Masters (Class B) 161 – 180
Mixed Ladies Masters (Class A & B) 161 – 185
Mixed Rookie Masters 160 & below
Bowlers without PBF/PBC averages shall submit an average certification from their respective association attested by the association secretary or president. Bowlers without certified averages shall be classified as Class O bowlers with an average of 196 for men and 186 for women. The Tournament Committee has the right to re-rate bowlers with questionable average.

4. HANDICAPS
The handicap below will be used for the following events:
1. Mixed Ladies Singles Event
2. Mixed Ladies Masters Event
3. All members of National & Youth Pool (Men) will get “0” hdcp, National & Youth Pool (Ladies) will get “8” hdcp and will be automatically upgraded to Mixed Open Division.

4. Mixed Seniors Masters Event (Born in July 1, 1967 & before)
The handicap below will be used for the Mixed Seniors Masters Events:
For Mixed Senior Division, bowlers will be given a BONUS handicap as follows:
For Senior whose ages from 61-70 will be given +4 on top of his handicap (as of July 1, 1956 to 1947)
For Senior whose ages from 71& above will be given +8 on top of his handicap. (as of July 1, 1946 or lower)
Proof of Identification must be presented for authentication. (Senior Card, Driver’s License, etc.)

5. Mixed Rookie Masters Event
The handicap below will be used for the Mixed Rookie Masters Event:

5. REGISTRATION
All entries shall be duly accomplished, and the corresponding payments shall be submitted to the PTBA Registration Table at the Playdium Bowling Center, except those entries which are on “CHARGE ACCOUNT,” said entries to be allowed only when the “CHARGE ACCOUNT” is accompanied by a blank check issued payable to Playdium Bowling & Billiards Corporation.  All entries shall be subject to the availability of lane and squad.  The Tournament Committee reserves the right to accept or reject entry, as well as adjust the playing schedule as the need arises or the situation warrants.

6.CHECK-IN TIME
All participants must check-in at the tournament counter at least fifteen (15) minutes before the scheduled squad time. The Bowling Center Time shall be the official time of the tournament.

7.UNIFORMS
Bowlers must wear uniforms reflective of their Association, Congress, Federation, Club or Sponsor except sleeveless. Shorts are not allowed for male participants. Wearing of caps or hats is not allowed. Every bowler is expected to be properly dressed for bowling. The Tournament Committee shall not allow a participant to bowl without the required uniform.

8.EVENTS
There will be six (6) divisions for the events: Mixed Class O, Men’s Graded, and Men’s Associate, Mixed Ladies, Mixed Senior and Mixed Rookie Master Division.
a. Singles/Qualifying (S/Q) – consists of a 3-game series plus handicap (Ladies Division). Bowler’s score in his/her singles attempts shall automatically be considered as his/her score in the qualifying event. To qualify for the master’s championship in any division, a bowler must play two sets of three (3) games each. Any registered bowler can play as many sets as he/she wants to try for their best qualifying games. Double entries are allowed for Seniors & upgrade qualifying provided that this has been declared with the Secretariat prior to the start of the squad and corresponding fees will be charged.
For singles event, total pin falls plus handicap (ladies) shall determine the winners. Highest three (3) score in each division (men and ladies) shall be declared as champion, 1st runner-up and 2nd runner-up. Maximum Score is “300” including handicap.

9. MASTERS EVENT
a. Mixed Open Masters – this is open to all male and female bowlers. Top 24 (1 defending champion, 10 men, 5 women, 8 mixed) qualifiers shall play a 12-game series with handicap with lane movement every game and positioning on the last game. Female bowlers will be given a handicap of +8.  Top 4 bowlers after 12 games will be declared winners.
b. Men’s Graded Masters – this is open to male bowlers with an average not exceeding 195. Top 30 qualifiers shall play a 10-game series with lane movement every game and positioning on the last game. Top 4 bowlers after 10 games will be declared winners.
c. Men’s Associate Masters – this is open to male bowlers with an average not exceeding 180. Top 30 qualifiers shall play a 8 game series with lane movement every game and positioning on the last game. Top 4 bowlers after 8 games will be declared winners.
d. Mixed Senior Masters – this open to male and female bowlers whose age are 50 years old (born as of July 1, 1967) shall be allowed to play. Top 30 qualifiers shall play 8 game series with lane movement after every game and positioning on the last game.  Top 4 bowlers after 8 games will be declared winners.
e. Mixed Ladies Masters – this is open to all female bowlers with an average not exceeding 185. Top 15 (5 graded (171-185)/5 associate (161 -170)/5 mixed) bowlers shall play 8 game series with lane movement every game and positioning on the last game. Top 3 bowlers after 8 games will be declared winners.
f. Mixed Rookie Masters – this is open to all male and female bowlers with an average not exceeding 160 and who have not been Champion in any PBF/PBC Sanctioned regular Masters Events. (e.g. Rookie, Associate, Graded, Open Masters). Top 15 qualifiers shall play 8 game series with lane movement every game and positioning on the last game. Top 3 bowlers after 8 games will be declared winners.

10. TIE BREAKING PROCEDURE
When a tie occurs in any position in the qualifying, singles and master’s event, the bowler with the lower handicap shall occupy the higher position. In case of another tie, least difference between the highest and the lowest game (including handicap) of the series shall occupy the higher position.

11. BOWLING BALLS
Bowling balls used in the tournament must comply with legality rules. Markers of any kind, except inherent marks on the ball itself, are not allowed. The Tournament Committee reserves the right to examine the ball used by the participant. Use of illegal balls is a ground for disqualification of a participant from the tournament and the erring bowler shall stripped off of all his/her winnings, position or standing.

12. SCORESHEET
Official score sheets must be signed by the bowlers after each game to acknowledge his/her score. If the bowler fails to sign his/her score sheets, it is presumed that the score is correct and no protest on such basis shall be entertained. For team and doubles event, the designated captain must sign the score sheets. A tournament official immediately upon discovery of such error must correct errors in scoring or in calculation in the tournament play. Questionable errors shall be declared/decided by the Tournament Committee. Any player who deliberately tampers his/her score sheet shall be disqualified immediately from further participation in the tournament.

13. OPEN BOWLING
When the tournament has started, participants shall not be allowed to play open bowling regardless of lane availability in the venue of the tournament.

14. MISSING OR DOWN PIN(S)
A frame with missing pin(s), once the ball is rolled shall be treated as a good ball, a frame with fallen or down pin(s) on the pin deck must be reset. All bowlers are entrusted to monitor and abide by this rule. Bowlers are not allowed to reset the pins; only lane men, tournament officials and official scorers are allowed.

15. LANE ASSIGNMENT
Games shall be played in a pair of lanes immediately adjacent to each other as determined by drawing of lots.

16. LANE BREAKDOWN
If a single pair of lanes becomes unusable for more than twenty minutes before or during the squad games, any available lanes provided by the bowling center shall be assigned to affected participant(s) or shall wait for the next available squad. In case of machine breakdown during finals, vacant lanes shall be assigned to unaffected finalist. An interrupted game or series must resume from the point (frame) of interruption. No shadow bowling shall be allowed.

17. PACER
When a player chooses to discontinue his/her game during the finals, a marshal may designate a pacer if requested by the remaining player. But for singles, doubles, team or qualifying event, no pacer shall be allowed.

18. FOUL LINES
Bowlers must at all times observe foul lines. If the automatic foul device becomes temporarily inoperative, the Tournament Committee shall assign Marshall to act as a foul judge. Official scorers are also designated to monitor fouls committed by bowlers and spectators shall not be permitted to interfere with the calls of the duly designated foul judge.

19. OILING
Uniform oiling shall be used throughout the tournament.

20. SLOW BOWLING
Bowlers, who are in readiness to step on the approach to deliver a ball, shall have the following rights and obligations.
a. They may claim right of way over anyone moving to the approach or preparing to bowl on the lane immediately on their left.
b. Players ready to bowl when it is their turn should not delay to go to the approach, if a lane immediately adjacent to them on both sides is clear.

21. PROTEST
Protest must be done in writing and addressed to the Tournament Committee not later than 24 hours after the game in which that infraction was committed on or prior to the awarding of prizes, whichever comes first. Otherwise such protest shall not be entertained. Under this rule, protest shall be specific in itself and the decision on the protest shall not be construed to cover a similar or previous violation. The decision of the Tournament Committee is final and cannot be appealed.


22. RESTRICTIONS AT BOWLER’S AREA
c. Other than the registered players, tournament officials and coaches of players/team shall be allowed to enter the bowler’s area.
d. Only one registered coach shall be allowed for each bowler.
e. When leaving the playing area during the competition, the bowler is requested to ask permission from the marshal or any tournament official.
f. Smoking, eating and drinking alcoholic and non-alcoholic beverages in the bowler’s area are strictly prohibited.
g. Bowlers are not allowed to use powder or any other substances to enhance slides in the lanes. Bowling shoes must be wiped off before one attempts to start bowling.
23. INTERPRETATION OF RULES AND REGULATIONS
h. The Tournament Committee shall be the sole interpreter of these rules and regulations. Its decision shall be final.
i. World FIQ and PBF/PBC rules shall apply to matters not covered by these rules.
