PBC NATIONAL OPEN CHAMPIONSHIPS
November 4-18, 2012           SM Bowling Center,
Mall of Asia, SM Bay City, Philippines




RULES & REGULATIONS

1. Rules: This tournament is organized by the Philippine Bowling Congress (PBC) and sanctioned by the Asian Bowling Federation (ABF) and the World Tenpin Bowling Association (WTBA).  All PBC and FIQ WTBA playing rules and regulations shall apply

2. Eligibility: This Tournament is open to all members, in good standing, of PBC, ABF, and WTBA.

3. Sanction: This Tournament is sanctioned by the WTBA and ABF.

4. Entry Fees: All entries must be accompanied by relevant fees. No refund shall be allowed.

5. Averages: Certified current averages of associations shall be used.  Entries with no established averages based on the cut-off date of 1st October 2012, shall be given an average of 196 for men and 186 for ladies. New bowlers with no established averages must have a written confirmation of their averages certified by their respective Associations.

6. Squad Times: At the discretion of the Tournament Director, additional squad times, outside of the published entry forms, may be allocated to bowlers.

7. Substitutions: Substitutions of entries shall be allowed, 15 minutes before game-time, provided it is reported to and approved by the Tournament Director.

8. Participation: Bowlers may play in their respective divisions and in higher divisions. Bowlers from a higher division may not play in the lower divisions. Mixing of players from different divisions, in the Doubles and Team Events, shall only be allowed for the purposes of completing the All events in their respective divisions.  However, the scores for such event shall count towards the division of the highest rated bowler in the team.

9. Singles: Two (2) 3-game blocks shall be bowled in this event. Multiple attempts will be allowed, with the best two-block combination to count towards the Singles Event score.  However, the first two (2) blocks (of 3 games) bowled shall count towards the bowler’s All Events score.
Note: A bowler may win only ONE (1) prize in each division in the Singles Event.  
Php 600.00 game fee per attempt

10. Doubles: Two (2) games shall be bowled by the doubles team in this event. Multiple attempts shall be allowed in this event, with each bowler’s score in the first attempt in this event to count towards the bowler’s respective All Events score. The same combination or other combinations may also be bowled, any number of attempts, but only the highest attempt of the combination shall count.  Game Fees:  Php 600.00 per attempt.

11. Trios: Two (2) games shall be bowled by the Trios team in this event. Multiple attempts shall be allowed in this event, with each bowlers’ scores in the first attempt of the trios team to count towards the bowlers’ respective All Events score. The same combination or other combinations may also be bowled, any number of attempts, but only the highest attempt of the combination shall count.  Game Fees:  Php 900.00 per attempt.  

12. All Events: An entry fee of Php 1,000.00 shall be charged for this event. This Event must be paid before any attempt can be made in the other Events. Games bowled without payment of this fee shall be disqualified.  It is the liability of bowlers to ensure that they have paid this fee before any attempt is made in any other event. An All-Events Champion prize shall be awarded to the bowler in each division with the highest total pinfalls in their first attempt in Singles, Doubles and Trios Events.  

13. MASTERS EVENT:

a. Bowlers may bowl in this event provided they have paid and completed the All Events in their respective divisions.
b. To qualify for this event, bowlers must bowl at least two (2) 3-game blocks. Qualifiers shall be ranked based on their best combination of two (2) 3-game blocks played during the qualifying period. Last day of qualifying for this event shall be the day before the scheduled masters’ finals of their respective divisions.
c. Bowlers from a lower division, who have paid and completed their All Events in their division, may compete in the higher division without having to pay and complete the All Events in the higher division.
d. The Tournament Committee shall publish the final standings and the playing schedules of the events and it is incumbent upon the qualifiers in this event to consult the bulletin board for the latest standings and changes. To qualify for the Desperado Squad, a bowler should have attempted in at least six (6) 3-game blocks during the qualifying period.

• SENIOR MASTERS
This event is open to all bowlers who are at least 50 years old, as of Oct. 31, 2012.  The top 24 male and the top 12 female qualifiers shall play an 8-game series, with lane movement after every game and positioning on the last game. Highest total pinfalls plus handicap shall determine the winners in the Seniors Masters Event.  Class A and B bowlers, from both men and women’s division shall be given a handicap of 8 and 16 pins per game, respectively, in the qualifying and finals.  Finals will be on Saturday, November 10, 2012.  Check-in will commence at 9:00 AM up to 9:45 AM.  Call on Reserves is at 9:46 AM and briefing shall be conducted thereafter.   After a 10-minute practice bowling, roll off at 10:10 AM.  Game fees: Php 2,500 for Men/Php 1,800 for Women.

• YOUTH MASTERS
This event is open to bowlers aged 21 and below and who were born after January 01, 1991. The top 24 boys and top 12 girls qualifiers shall play an 8-game series, with lane movement after every game and positioning on the last game.  Total pinfalls shall determine the winners in the Youth Masters Event.  Finals will be on Sunday, November 11, 2012.  Registration is at 9:00 AM to 9:45 AM.  Call on Reserves is at 9:46 AM and and briefing shall be conducted thereafter. Practice bowling and Roll off at 10:10 AM.  
Game Fees: Php 1,800.00 for Boys and Php 1,500.00 for Girls.

Note: Youth bowlers with an average of 196 and above for boys and 186 and
         above for girls are disqualified from this event.

• ASSOCIATE MASTERS
This event is open to bowlers with an average of 180 and below for men & 170 and below for women.  The top 21 male qualifiers, as well as top 3 qualifiers from the Desperado squad, and the top 10 female qualifiers, plus the top 2 qualifiers from the Desperado squad, shall play a 10-game series with lane movement after every game and positioning on the last game.  Total pinfalls shall determine the winners in the Associate Masters Event. The Finals will be held on Saturday, November 18, 2012.  Registration is at 9:00 AM to 9:45 AM.  Call on Reserves is at 9:46 AM and briefing shall be conducted thereafter. Practice bowling and Roll-off at 10:10 AM.  Game Fees:  Php 2,800.00 for Men and Php 2,200.00 for Women.

• GRADED MASTERS
This event is open to bowlers with an average of 195 and below for men and 185 and below for women.  The Top 21 male qualifiers, as well as the top 3 qualifiers from the Desperado squad, and the top 10 female qualifiers, plus the top 2 qualifiers from the Desperado squad, will bowl a 12 games series, with lane movement after every game and positioning on the last game.  Total pinfalls shall determine the winners in the Graded Masters Event.  The finals will be held on Sunday, November 17, 2012.  Check-in at 9:00 AM to 9:45AM.  Call on Reserves is at 9:46 AM and briefing shall be conducted thereafter. Practice bowling and Roll-off at 10:10 AM.  Game Fees:  Php3,000.00 for Men and Php 2,500.00 for Women.

• WOMEN’S OPEN MASTERS
This event is open to all Women bowlers with an average of 186 and above.  The top 13 qualifiers plus the top 3 qualifiers from the Desperado squad will bowl twelve (12) games series with lane movement after every game.  The top 5 bowlers’ after the 12 game series will advance to the step-ladder finals. Finals will be on Saturday, November 17, 2012.  Check-in at 2:00 PM to 2:45 PM.  Call on Reserves is at 2:46 PM and briefing shall be conducted thereafter. Practice bowling and Roll-off at 3:10 PM.  Game Fee:  Php 3,200.00

• MEN’S OPEN MASTERS
This event is open to all Male bowlers with an average of 196 and above.  The Defending champion, the top twenty four (24) qualifiers and top 3 qualifiers from the Desperado squad will bowl fourteen (14) games series with lane movement after every game.   The top 5 bowlers’ after the 14 game series will advance to the step-ladder finals.  The finals is on Sunday, November 18, 2012.  Check-in at 2:00 PM to 2:45 PM.  Call on Reserves is at 2:46 PM and briefing shall be conducted thereafter. Practice bowling and Roll-off at 3:10 PM.  Game Fee:  Php 4,000.00.

      STEP LADDER FINALS
The 3rd, 4th and 5th placed bowlers in the Open Masters Final will bowl one game shoot-out.  Winner will advance to the next step ladder match with the 2nd placed bowler for another one game match. The winner of the second match will then meet the 1st placed bowler to a best of three (3) games Final Match.  The winners of the Final Match shall be declared the Open Masters Champions.    In the event of ties in the step-ladder shoot-out, a 9th and 10th frame Sudden Death Shoot-out shall determine the winners.

Note:  Bowlers who lose in the shoot-out match will be ranked according to their score in the first match. Subsequently, the the bowler who loses in the second match will be ranked 3rd placer and the results of the final match will determine the 1st and 2nd placers.

14. Verification of Score:
The team captains or in singles competition, the bowler shall be responsible for the correctness and accuracy of each game bowled by signing the official entry form of each event. Once signed, the score shall stand unless there is a mathematical error in the calculation, in which case, the Tournament Committee may authorize the changes..
In the event of any interruptions caused by power failure, the following procedure shall be followed:
a. Any part of a game that cannot be recalled will be re-bowled from the first frame.
b. If more than one game cannot be recalled, the series shall be declared null and void and a fresh series shall be rescheduled and re-bowled.
c. If only one frame is missing, the bowler shall continue from the last frame bowled.

15.  Legality of Bowling Balls and Disqualification:
a. The bowlers must see to it that they are using legal equipment in this tournament.
b. If a bowler is found to have used an illegal ball, the scores bowled therein shall be disqualified from the tournament and all prizes won by erring the bowler returned to the tournament.
c. There shall be no altering of the surface of the bowling balls, nor application of any substance (including water) on the surface of the ball.  Violation of this rule by any bowler or team official shall be dealt with accordingly by the Tournament Committee.

16. Tie Breaking Procedure:
a. When equal score are registered for any of the first three positions in the Singles, Doubles and Trios, co-champions or co-winners shall be declared. There shall be no play-off of the tie. Teams or players with equal scores will share, equally, the combined prizes of the ties involved and the next position will get the succeeding awards.
b. In the event of a tie for the last position in the masters qualifying round, a one game roll-off will serve as a tie breaker.
c. When a tie occurs for the first place in the Masters Finals, a one game roll-off shall be held to break the tie. In case of tie in the 2nd to the 8th position, the bowler with the least difference between the highest and the lowest game of the series shall occupy the higher position.
d. Ties in the 1st, 2nd up to the 5th positions in the Open Masters shall broken by a one game roll-off.
e. Ties in the step-ladder finals shall be broken by a 9th and 10th frame Sudden Death roll-off.

17  Disciplinary Action:  The Tournament Committee shall decide regarding scores, averages,
eligibility, and other infractions, according to the rules of the PBC, ABF and WTBA.

18   Bowlers Attire:
a. Bowlers playing in this tournament must conform to the uniform rule stipulated in the WTBA playing rules.
b. Male bowlers are not allowed to wear shorts, singlets (sando) or caps while bowling.  Female bowlers may wear half length slacks.
c. Bowlers shall always be dressed neatly and presentably. Rubber bands or socks pulled over trousers/slacks will not be allowed.  

19.  Slow Bowling: A bowler has the following obligations:
a. To observe a one-lane courtesy to other bowlers.
b. Be alert and ready to bowl when it is his turn to bowl.
c. The bowler must not be more than four (4) frames slower than the leader of the field.  Penalty for this violation shall be pin deduction at the discretion of the Tournament Director.

20.  Protest:
a. Scores: Protest must be submitted, in writing, to the Tournament Director within 12 hours of the incident involved. In the case of the last match of the Step-Ladder Grand Finals of the Masters event, such protests, if any should be addressed to the same official before prize presentation. No protest made after the prize presentation will be entertained.
b. Foul:  Automatic foul detectors shall be activated at all times.  A foul may not be committed if the electronic device is found to be defective.  Fouls committed, when the foul lights are not operational, shall be called by the lane marshall and referred to the Tournament Director.
c. Eligibility: Protests on eligibility must be immediately submitted, in writing. to the Tournament Director upon discovery of the violation. Eligibility violation will lead to disqualification and recovery of prizes awarded.

21.  Special Notes:
a. Bowlers are admonished to behave in a sportsmanlike manner at all times.
b. Bowlers shall confine their actions to their respective lanes and avoid unnecessary gestures.
c. Only official bowling shoes shall be allowed on the playing area.
d. Bowlers are not allowed to sand or apply any form of liquid or chemical on the surface of bowling balls during any block of games.
e. Smoking inside the Bowling Center is strictly prohibited. Smoking shall be allowed only in designated areas.

22.  REPORTING TIME
All bowlers must check in personally 30 minutes before their scheduled games.  CENTER TIME SHALL PREVAIL AND BE STRICTLY ENFORCED. Please adjust your watches to the center time.

23. Any other matters not covered by the foregoing, shall be decided by the Tournament Committee in accordance with the rules and regulations of the PBC, ABF and WTBA.
