TOURNAMENT RULES AND REGULATIONS
I. SANCTION AND ELIGIBILITY
This is a Philippine Bowling Congress (PBC) sanctioned tournament. FIQ/WTBA playing rules and regulations shall apply to matters not covered herein. All participants must be members in good standing of their respective associations.
II. AVERAGES AND GROUPINGS
Bowlers are classified according to the latest PBC listing of averages. Bowlers without PBC averages shall submit certifications of their respective averages duly signed by the president, tournament director or secretary of their respective associations. Bowlers without averages shall be classified as Class O with an average of 196 for men and 186 for ladies. The Tournament Committee has the right to check and assess the average of bowlers with certified averages.
1. MIXED CLASS O - Singles, Mixed Doubles, Mixed Team Events are open to all bowlers regardless of averages.
2. CLASS A – Singles, Doubles and Team Events are open to male bowlers only with the following averages:
Singles 195 and below
Doubles Not exceeding 390
Team Not exceeding 585
3. CLASS B – Singles, Doubles and Team Events are open to male bowlers only with the following averages:
Singles Not exceeding 180
Doubles Not exceeding 360
Team Not exceeding 540
4. MIXED LADIES (Class A and B) – for bowlers with an average of 185 and below only.
5. MIXED SENIOR - open to all bowlers who are at least 50 years old as of October 31, 2012.
6. MIXED YOUTH - open to all bowlers who are 20 yrs old and below as of January 01, 2012.
Registration of all entries duly accomplished and with corresponding payments shall be accepted at the Venue (Sta Lucia East Grand Mall Bowling Center) starting November 24, 2011, 10:00 AM. Entries shall be accepted subject to availability of lane and squad time. The Tournament Committee reserves the right to accept or reject an entry and postpone, add or cancel any squad time.
IV. CHECK-IN TIME
All participants must check-in at the tournament counter at least fifteen (15) minutes before the scheduled squad time. The Bowling Center Time shall be the official time of the tournament.
Bowlers are required to wear proper bowling uniform. Any bowling uniform is allowed except sleeveless T-shirts. No shorts shall be allowed on male participants. The Tournament Committee shall not allow a participant with improper attire to bowl.
All Events (AE) – all bowlers are required to pay their all events fee of P1, 000.00 upon registration. Failure to do so shall disqualify the bowler from the all events. The bowler’s scores in his / her first attempt in singles, doubles and team events (including handicap) shall be his/her All Events score. To qualify for any award and to compete in the Masters Final, a bowler must complete his/her All Events.
Team Event (TE) – consists of a two game series (including handicap) played by three (3) bowlers. Entry fee is P750.00. Any registered team may play as many sets as they want to try for their best Team games.
Team Doubles Event (DE) – consists of a two (2) game series (including handicap) played by two (2) bowlers. Entry fee is P500.00. Any registered team may play as many sets as they want to try for their best Doubles games.
Singles/Qualifying(S/Q) – consists of three (3) game series with handicap. The bowler’s score in his/her first singles/qualifying games shall be considered in the all events and as the first set of two qualifying sets. Entry fee per singles /qualifying is P500.00. The best two (2) sets shall be considered to qualify for the master’s championship in any division. Any bowler may play as many sets as he/she wants to try for their best qualifying games.
For singles, doubles, team events and all events, total pinfalls plus handicap shall determine the winners. Highest three (3) scores in each division (men and ladies) shall be declared as champion, 1st runner-up and 2nd runner-up. A double or a team with the same line-up can play unlimited number of attempts, but only the highest score will be considered.
MASTERS EVENTS (ME)
Class O Mixed – Top 30 qualifiers (1 seeded, 12 men, 6 ladies and 11 mixed) shall play a 10 game series with lane movement every game. The top five (5) bowlers after the 10 game series will advance to the step-ladder finals. Class O Ladies shall be given plus +8 pinfalls per game.
Class A Male – Top 30 qualifiers shall play an 8 game series with lane movement every 2 games. The top five (5) bowlers after the 8 game series will advance to the step-ladder finals.
Class B Male – Top 30 qualifiers shall play an 8 game series with lane movement every 2 games. The top five (5) bowlers after the 8 game series will advance to the step-ladder finals.
Mixed A & B Ladies – Top 24 qualifiers shall play an 8 game series with lane movement every 2 games. The top five (5) bowlers after the 8 game series will advance to the step-ladder finals. Class B Ladies shall be given plus 8 pin falls per game.
Mixed Senior – Top 36 qualifiers shall play an 8 game series with lane movements every 2 games and positioning on the last 2 games. The top three (3) bowlers after the 8 game series shall be declared winners.
Mixed Youth – Top 24 qualifiers (8 boys, 8 girls and 8 mixed) shall play an 8 game series with lane movement every 2 games and positioning on the last 2 games. The top three (3) bowlers after the 8 game shall be declared winners.
STEP LADDER FINALS
The 3rd, 4th and 5th placed bowlers in the Masters Final will bowl one game each. Winner with the highest score (including handicap) will advance to the next step ladder match with the 2nd placed bowler for another one game competition. The ranking after Masters Final series (elimination round) of the bowlers who do not win in this shoot out match will determine their final position/standing which can either go down by 1 rank or same as their standing in the elimination round. The winner with the higher score (including handicap) will advance to the one plus one game step-ladder grand final match with the 1st placed bowler. In the event the 1st placed bowler wins in the 1st game, he or she will be declared the Champion. If the 1st placed bowler loses in the 1st game, there will be one more game (sudden death) roll off to decide the Champion.

IX. TIE-BREAKING PROCEDURE
When a tie occurs in any position of the qualifying, singles and master’s event, the bowler with the least difference between the highest and the lowest game (including handicap) of the series shall win the higher position. When a tie occurs in any position of the doubles events, the least difference between the higher and the lowest combined score of the two bowlers (including handicap) in the series shall win the higher position. When a tie occurs in the team events, the least difference between the highest and the lowest combined score of the team including handicap) in the series shall win the higher position.
If a tie occurs during the step ladder match, tie will be broken in a 9th and 10th frame roll off without the handicap.
X. BOWLING BALLS
Bowling balls to be used in the tournament must comply with the legal rules. Markers of any kind, except inherent marks on the ball itself are not allowed. Changing the surface of the ball by means of sand paper, scotch brite or any chemicals is not allowed while bowling during the tournament. The Tournament Committee reserves the right to examine the ball of the participant. Use of illegal balls is ground for disqualification of a participant from the tournament and the erring bowler is stripped off of all his/her winnings, position or standing.
Official score sheets must be signed by the bowlers after each game to acknowledge his/her score. If the bowler fails to sign his/her score sheets, it is presumed that the same is correct and no protest on such basis shall be entertained. For team and doubles event, the designated captain will sign the score sheets. A tournament official immediately upon discovery must correct errors in scoring or in calculation in the tournament play. Questionable errors must be declared by the Tournament Committee. Any player who deliberately tampers his/her score sheet shall be disqualified by the Tournament Committee immediately from further participation in the tournament.
XII. OPEN BOWLING
When the tournament has started, participants shall not be allowed to play open bowling regardless of lane availability in the venue of the tournament.
XIII. MISSING OR DOWN PINS
Frame with lacking pin(s), once the ball is rolled shall be treated as a good ball. Frame with fallen or down pin(s) on the deck must be reset. All bowlers are entrusted to monitor and abide by this rule. Bowlers are not allowed to reset the pins. Only lane men, tournament officials, official scorers and marshals are allowed to reset the pins.
XIV. LANE ASSIGNMENT
Games shall be played in a pair of lanes immediately adjacent to each other and lane assignments shall be determined by drawing of lots.
XV. LANE BREAKDOWN
If a single or pair of lanes becomes unplayable for more than twenty minutes before or during the squad games, the affected participants shall be transferred to any available lanes provided by the bowling center or if none is available, shall wait for the next available squad. In case of machine break-down during finals, vacant lanes shall be assigned to affected finalist. An interrupted game or series must resume from the point (frame) of interruption. No shadow bowling shall be allowed.
When a player chooses to discontinue his/her game during the finals, a marshal may designate a pacer if requested by the remaining player. But for singles, doubles, team or qualifying event, no pacer shall be allowed.
XVII. FOUL LINES
Bowlers must at all times observe foul lines. If the automatic foul device becomes temporarily inoperative, the Tournament Committee shall assign marshal(s) to act as a Foul Judge. Official scorers are also designated to monitor fouls committed by the bowlers and spectators shall not be permitted to interfere with the calls of the duly assigned foul judge.
Uniform oiling shall be used all throughout the tournament.
XIX. BOWLING ETHICS
Bowler who is ready to step on the approach to deliver a ball shall have the following rights and obligations:
a. He/she may claim right of way over anyone moving to the approach or preparing to bowl on the lane immediately on his/her left.
b. Player who is ready to bowl when it is his/her turn should not delay going to the approach if the lane immediately adjacent to him/her on both sides is clear.
c. One lane courtesy.
Protest must be made in writing addressed to the Tournament Committee not later than 24 hours after the game in which the infraction was committed or prior to the awarding of prizes, whichever comes first. Otherwise such protest will not be entertained. Under this rule, protest shall be specific in itself and this rule shall not be construed to cover a similar previous violation. The decision of the Tournament Committee is final and not appealable.
XXI. RESTRICTIONS AT THE BOWLER’S AREA
a. Other than the registered players, only tournament officials and registered coaches of players/team shall be allowed to enter the bowler’s area.
b. Only one registered coach shall be allowed for each bowler.
c. When leaving the playing area during the competition, the bowler is requested to ask permission from the marshal or any tournament official.
d. Smoking, eating and drinking alcoholic and non-alcoholic beverages in the bowler’s area are strictly prohibited.
e. Bowlers are not allowed to use powder or any other substance to enhance slides on the lanes. Bowling shoes must be wiped off before one attempts to start bowling.
f. Bowlers are not allowed to use without permission other bowler’s ball towel.
g. Dropping a ball or making other unnecessary noise or interference while a bowler is about to deliver his/her ball is strictly prohibited.
XXII. INTERPRETATION OF RULES AND REGULATIONS
a. The Tournament Committee shall be the sole interpreter of these rules and regulations. Its decision shall be final.
b. World FIQ and PBC rules shall apply to matters not covered by these rules.
